From the description, it shows that you are not able to get the D-Link USB Hub (DUB-H7) work properly.
Video card drivers 4720z. I will certainly try to help you to troubleshoot the issue.
Please follow the instructions and check if it helps.
Method 1: Run Hardware Troubleshooter and check
a. Press the 'Windows + C' to activate the charms menu or move the mouse pointer to bottom right corner of the screen and you will get the charms menu.
b. Click on Search and select Settings.
c. Type Troubleshooting and select Troubleshooting.
d. Select View all on the left hand side.
e. Select Hardware Troubleshooter.
f. Click next and follow the onscreen instructions.
Method 2:
Download the Windows 8 drivers for the D-Link USB Hub from the manufacturer’s website. If the windows 8 drivers are not available download the Windows 7 drivers in Compatibility mode.

a) Right click the driver installation file and select Properties then tap or click the Compatibility tab.
b) Place a check in the Run this program in compatibility mode.
c) Tap or click the drop down box and select a previous operating system, then tap or click OK.
d) Try installing the driver and check.
